A main submitter is basically the “Captain” of the resolution . While resolutions require teamwork and collaboration, the main submitter is the primary author or the head of the bloc that put the document together.
What really sets the main submitter apart is that they are responsible for the opening speech and are expected to defend it to the very end.
Main Submitter
If you are a main submitter, stop thinking like a student and start thinking like the head of state. Your job is to prove that your resolution is the only logical solution to the problem.
If you sound unsure or feel weak defending it, the opposition will tear down your clauses clause by clause… like a piranha on a buffet.
It’s highly recommended for the speech to include:

A Hook: A good speech needs a strong start. Preferably, start with the gravity of the situation.

Purpose and Effectiveness: Explain what the resolution does and how it effectively solves the issue.

Reason: Hype up the resolution. Make the House feel like they really need to vote for it.
